"The time zone string is not valid" Error

I'm having a problem with Crystal Reports that use the ShiftDateTime function on a French Win7 x64 OS with the time zone set to "(UTC+01:00) Bruxelles, Copenhague, Madrid, Paris". I get an error of 'The time zone string is not valid'. The call I used was converting a DateTime to local time.

   

     DateValue(ShiftDateTime({tOpenDate},"UTC,0",""))

   

I used the PrintTimeZone method to display what the time zone looks like.

   

On the French OS the return is

 

     “Paris, Madrid,-60,Paris, Madrid (heure d’été),-60;3.5.0/02:00,10.5.0/03: "

    

There are too many commas and I believe this is causing the error.

   

On an English system with that time zone PrintTimeZone returns

 

     “Romance Standard Time,-60,Romance Daylight Time,-60;3.5.0/02:00,10.5.0”

 

I do not know if there is a bug in Crystal or the OS but this is causing our French customers problems.

 

This report has been working for a while and works on a bunch of different time zones. This one time zone on this French OS is the only one we have seen causing this error.

 

The time zone string is not valid.
